Innovation clusters are the groups of enterprises and organizations which work in the same sector and which are located near each other and have scales enough for development of special competences, services, resources and skills.
Nowadays there are enough of mechanisms of stimulation of the process of cluster creation and activity of local innovation centres. This mechanism doesn`t require the changes in law system and free economic zones (FEZ) should be used in a full potential. This FEZ are the part of housewifely complex of the region.
The aim of FEZ is stimulation of free movement of resources and optimal usage of economic factors in interests of a certain region.
Nowadays FEZ are not used in full power as an instrument of regional policy. Belarusian FEZ have all conditions for innovation cluster development: developed infrastructure, benefits in taxing, centres of technology transfer, incubators of small business and others.
The analyses of theory and practice of cluster formation allows to make a conclusion that the most effective organisation form of cluster formation is voluntary cooperation of independent enterprises of goods, services, scientific and information production.
The stimulus of innovation activity is competitiveness on the market. The implementation of competitive advantages of Belarusian economy depends on conditions and opportunities which are given by the state to the enterprises, businessman and investors. This touches taxation, economic liberties and openness of economy to goods and financial streams, openness of state economy, the degree of involvement of state authorities into manufacturing activity and other activity spheres which require reformations, adequate market conditions.
We need modernization of economic relations and creation of effective management structures which will suit to Belarus, based on the experience of economically developed countries.
The key element of innovation cluster development is creation of innovation territorial clusters.
For the implementation of cluster advantages we need distinct cluster policy. Given theoretical and methodological aspects of formation and implementation of cluster policy in Belarus will allow developing and implementing of cluster strategies on all levels which are directed to the usage of innovation factor in stable development and increasing of Belarusian economy.
